What kind of lights to use to grow tomatoes and lettuce indoors?

I live in a small apartment in a big city. Regulations City ban outdoor window planters. Tan, said that, I'm looking to start your indoor garden! To begin, I will be ever plus a couple of tomato plants and a small bed of lettuce. What kind of lighting should I use? I hear HPS is best for use, but produce much heat and are expensive purchase and implementation. Does anyone have the luck to grow fluorescent lights or LED's? What size of a light (s) will I need for starting to grow of some plants? Thank you!

My friend sits all its plants by the window and puts mirrers around! I plants are the most beautiful ever has been told to ensure they do not let them get to hot!
