What is a super strong sunscreen that will block out ALL rays for every day wear, so I dont tan?

I wear sunscreen every day, even in the winter. However I'm going on a trip to the tropics and the sunscreen I use is low, and I don't know if it will protect my skin enough.
Can anyone reccomend a heavy duty sunscreen that will keep my skin from burning/tanning...what level of SPF should I use? I do NOT want to tan whatsoever, I want to maintain the picture perfect porcelain doll look.
And please, dont bother telling me a tan looks better. I prefer the flawless fair looks. thnx:)

you actually need sunblock, not sunscreen. i love the neutrogena products. Especially the Ultra Sheer Dry Touch ones.
you will need to reapply every few hours. and also be sure to bring a hat and long sleeve coverup of some kind. and stay out of sun between 11-2pm which is the part of the day that is worst for sun.
