Hard to go wrong with Hartish Park at Applegate Lake for great spot for a picnic. Great mountain backdrop, large day-use picnic area, and decent fishing in season. This spot is especially good during the hot summers in the Rogue Valley.
As a closer, early season alternative, try Emigrant Lake just outside of Ashland. Before the summer heat arrives, this lake is great for all you mention in your question, but has little shade.
